Marlin Gochnour, PE, SE, MBA
Marlin Gochnour leads Civil West with 23 years of professional engineering experience. He has provided engineering services for private sector and municipal clients as well as the National Park Service.
Marlin has carried multiple projects through all stages of the development process; identifying initial concepts, survey, preliminary design, final design, agency approval(s), bidding, construction staking, construction management, and construction inspection.
Marlin obtained a Bachelor of Science degree in Civil Engineering from Boise State University, a Masters of Business Administration from Western Governors University, and is a certified Analytical Lab Technician.

Matt Wadlington, PE, MBA
During his 29 years as a professional engineer, Matt Wadlington has managed the planning and design for public water, wastewater, stormwater, transportation, and site development projects. His experience includes engineering design, project management, contract administration, and facilities and master plan preparation.
Matt obtained a Bachelor of Science in Civil Engineering and a Masters of Business Administration from the University of Arizona.

Will Dawson
Will Dawson brings 21 years of experience in engineering design, project management, contract administration, and facilities pipeline plan preparation to the Civil West team. His experience is rooted in municipal engineering, and he has extensive expertise in water and wastewater alternative design methods.
Will obtained an Associate of Science in Civil Engineering Administration at California State University, Chico, and is a Qualified SWPPP Practitioner.

Keven Shreeve, PE
Since 1994, Keven Shreeve has provided professional engineering services, including project management, comprehensive facilities and master planning, public relations, and grant writing. Most of his work has been with the public — municipalities and water/sewer districts — assisting them with their public works improvements (water, sewer, and roads).
Keven develops successful project financing strategies that include working with funding agencies and acquiring grant funds to help offset costs. His public outreach skills have been essential to helping public entities move forward with necessary improvement projects.
Keven obtained a Master of Science degree in Civil Engineering from Brigham Young University.

Manny Ramos
Manny Ramos has worked in the municipal and private sectors for more than 33 years. He has provided support on all phases of a wide range of infrastructure projects. These include water distribution and storage, sewer systems, stormwater mitigation, land development, airport improvements, educational campus improvements, and highway improvements.
Project management is Manny’s strongest attribute, and he was the leader of emergency response teams for failed infrastructure in southern California. He brings a developed knowledge of client needs and construction practices to each project he is involved with.
Manny attended Mt. San Antonio College.
